This baby is now 13 months we have had him for 2 months with 2 contacts with his parents. Their domestic abuse is outragious. How do we file for custody on child abandonment

What is your relationship and how did you come to have the child?
Filing for guardianship or custody doesn't change due to the grounds for filing. However, how the child came into your care does bear on your next steps.

The baby is our great nephew. We babysat him since he was a newborn, they would leave him for longer periods until now he has been withus full time for at least 2 months. They picked him up for thanksgiving for 7 hours,on his birthday for 24 hours and on christmas for 24 hours. They do not call or give money for his needs. Frankly the home is unsafe for him to even go home do to so much domestic violence,the mother has a child abuse case in which she is being sentenced today but to a lesser charge

Well first, you currently have no legal right to the child. You can't authorize medical treatment or anything that a legal guardian can do.
So the first thing I would do is get an attorney and go to court for temporary guardianship. You can do this immediately. Once you have guardianship, you can then pursue either custody or adoption.
