Ramsi.s - a student wants to change her initial as 'f' .name of her mother is faseela beevi and her father is abdul rahim. What is the legal procedure for the change?

It depends on the country and jurisdiction. It's not really a family law matter in the US unless she's a minor or were changing her name as part of a marriage or divorce.
If marriage is a possibility for her in coming years, in the US, she could change her first or middle name when she changes her last name, as part of filing her marriage certificate. It's not difficult for an adult to change their name legally, particularly when they are either marrying or divorcing, but it's a practical hassle in terms of updating credit accounts, school records, driver's license, passports, visas and so on, so I personally would not do it unless it's really necessary.
