I have an idea for a new product but don't know where to start to develop this product or how to do market research or write a business plans etc. My question is are there companies other than the ones seen advertised on TV that advise people on how to do these things.

Without a prototype, you will be paying an arm and a leg to a company (whether on TV or not) to tell you that it's a great idea. Even if it isn't. Then you will pay thousands more for a patent and first run of production. No venture capital is going to come your way on just an idea.
If you DO have a working prototype, take it around to small stores that might sell it for opinions. If they are REALLY enthused, consider finding a manufacturer here. You can go to China when it's a good seller to get it produced for a lot less, but not now.
A business plan is just a lot of hooey if it doesn't have any substance, some proof that it will sell. So you have to do a LOT of work just to get to the business plan stage.
