I have real flabby and hanging skin on the inside of my thighs and also my triseps. Will the air climber help with this problem

Exercise can only improve muscle mass, which helps a little to tighten skin and lose the kind of fat that collects under the skin, especially on thighs, but loose skin would need surgery.
