Try www.rotarykampalawest.org to start.
There are other Rotary Clubs in Uganda too.

I'm sorry it wasn't helpful. I am on the other side of the world and don't know how to get started in your situation. I don't know the government and what if anything they do about schools where you are (you don't say where you are). Believe it or not it might be the Uganda Dept of Education who can direct you to the best aid groups.
I think it takes one of two things: either someone who can write a proposal for a grant, or someone who knows someone at a place that has a project going already for schools. Knocking on doors as you have found doesn't work. You sound like you could write the proposal for Rotary. Or why not befriend a member and invite him to your school? That's often how it starts.

No group is going to send money without visiting your school. Next they may even want to sit down and review your books. Some may even want to have one of their members placed on your board to help control the use of the money.

And yes it takes time for donors to decide to help fiancé.

You say you are a pastor, if this is from any denomination, what about them? We have had pastors from Africa come visit us often to ask for money, they travel the US going to various churches within their denomination asking for support. In some denominations, local US churches adopt a foreign church and help by taking up a monthly collection for them. But none of this is done without the church doing on site visits and having some control over what is being done.
