Yes. Without acceleration you cannot change velocity. The formula is

a=\frac{dv}{dt},\ v(t)=v_0+\int_0^t a(t)dt

where v_0 is initial velocity, a the acceleration. So if you have no acceleration the velocity remains always equal to the initial velocity.
