I live in Germany and when I try to use Netflix on my PS3 it won't let me. It says I don't live in the United States. Is there a way to get an IP address in the US so I can use Netflix and how do I go about doing that? Thank you

The problem has to do with studio liscensing agreements for streaming.
If you aren't in the USA... how do you plan to pay for it every month without them finding out... its not a free service. There are monthly recurring charges.
A check from overseas drawn off a foreign bank is going to tip them off.

I am pretty sure there is a way to "change my IP address" and receive Netflix in other areas than the United States. I asked the question for an assignment for my MBA. Thanks for the response though.

Now the idiots who keep giving out Not helpfuls because they can't grasp the simple concept NETFLIX is a fee based service need to grow up and get a life because they Aren't going to get for free even if you do live in the USA. THey know who they are... and so do I.
NOBODY gets it free no matter WHERE you live. I live here and would have to pay for it.
And the fact you are NOT in the Physical USA... their liscensing agreement with the STUDIOS prevents them from letting you have it even if you DO pay for it. Or they would offer the Service in Germany. Which would require yet another agreement contract with the Studios.
And what you are trying to do violates the Terms of Service of the site because you are trying to perfom an act that violates the law.
Getting an IP range that's not blocked will only get you to a screen that requires your user ID and login... something you only get if you PAY for the service.
And they do look for concurrent usage on accounts with very diverse IP's and would shut the account down, as it Violates THEIR terms of Service.

"Smoothy" I didn't ask if I could get it for free. I asked if there is a way to get it in Germany. I would pay for it. And I found a site that says you can get it. It states you have to reconfigure your router. I am not going to do that, but you CAN get Netflix even if you don't live in the US. Again this was for an assignment for a college class.

Several issues, I understand why smoothy is upset, too many new people not understanding the rules and giving a reddie for no reason at all.
Second if this was for a school project, then we also by rules do not do your homework.
You need to be honest and up front with what you are doing, and I agree, your question sounds like you wanted to steal the service. I am surprised you were not given a warning over it.

And I told you NETFLIX would have to have a whole different set of distribution agreements with all the studios they carry to even legally be allowed to distribute it in Germany.
And that's over and beyond any German government agreements. Laws and taxes they would certainly want to be taking... that Netflix can't collect for a number of reasons... cost being only one.
And if they did do all of that that... they would be providing that service there already.
There are a LOT of reasons they can't and aren't. If you'd read what I've already explained... its been explained already.
If you have the grasp of such things... copyright infringements alone could be in the hundreds of Millions of dollars easily... and result in the shutting down of the service by court order, and even jail time.
And without a distribution agreement for that country... thats exactly what it is... a copyright infringement, and not just one violation of the law... but a separate violation for each individual use of a single movie not in accordance with the terms of the distribution agreement.

The project was to engage with some technical site and get some advice from some experts and then write a paper about it, about my experience. And frankly the advice I got was very poor. I probably should have posed a more technical question, like "How can I hook up two computer monitors to one computer?", but I didn't I asked how to get Netflix in an area outside the US. I am sorry I upset all of you.
It was only for an assignment for my MBA. I probably won't use these sites again. I sure didn't want you to do any homework for me. I just needed something to write about. I found an alternative answer and I received an A on my work, definitely not because of any advice I received here, but thanks anyway and you have no reason to be upset.

Poor Advice? Really? Grasp the concept of Distribution rights and Performance licenses? We understood your question quite well.
You were attempting to circumvent the law and protections intended to comply with the law. That alone is a violation of the terms of service at this site.
If you are such the authority on the topic... then you would understand these concepts, and you wouldn't be asking us. You've been told WHY Netflix won't provide you service outside the USA... if you would listen to it...
If you end up in front of a judge at some point... don't be surprised... I guess you think its legal to share pirated music too... because without a valid license to distribute it, or receive it... thats exactly what's happening.
NETFLIX is a USA based service... Its not licensed to provide service to Europe or Asia.

You've told me "it has do with the licensing agreement", I get it. I did NOT implement any of the changes to my router and I am NOT receiveing Netflix outside of the US, get a life and stop bothering me.
I was only trying to explain why I needed someone to engage with for the paper. We engaged and it gave me something to write about.
If I am doing something wrong, then get someone to ban me from this site.
