My daughter is going to be 4 years old in February. Her dad is paying child support but has not seen her, called to her or even tried to contact her in 9 months. I want to know if there is anyway I can get him to sign over his rights and I will be more than willing to stop receiving child support if he would sign over.

He cannot sign over his rights unless there is someone willing to adopt her. There's an article about that here. https://www.askmehelpdesk.com/family-law/signing-over-rights-read-first-116098.html you may be able to ask a judge to terminate his rights, but if he's current on his child support payments that is unlikely.

A lot of this depends on where you live, in GA for example, payment of child support can be seen as having contact, even if they do not see the child. Also in GA for example, even not visiting and not paying child support are not reasons to take away someone's rights. A long prison sentence may be.

Next few courts ever allow someone's rights to be taken away unless it is for an adoption.
