How large is it? If it is the size of a pea or so (even a little larger), and is movable, it sounds like it is probably a benign cyst. Apparently they are pretty common, and many people don't notice them unless they're somewhat thin (a layer of fat helps to disguise the bump). You should see a doctor, a physician assistant, or a nurse practitioner just to check it out.
It may also be a clogged pore/follicle that can be treated with either a prescription or over-the-counter serum (a doctor/dermatologist would know which would be best). You could try a very warm, wet washcloth over the area for 5-10 minutes that may open the pores and ease some of the inflammation. (Make sure the washcloth is not too hot that it ends up drying out your skin-that will make your skin freak out even more.) Use acetaminophen for the pain if necessary. If it gets bigger or becomes inflamed, definitely see a medical practitioner.

Oh, and if it is a cyst, your doctor can probably remove it under local anesthesia or you may choose to leave it and see if it goes away on its own.
