I have a friend who live in Ghana and she wants to live in the U.S.A she told me ,that she resived a letter from the Ghana Immigratin service. A Statutory letter of declaration ,with reference to the law enacted by the country Parliament and the Ghana Immigration Board in 1992 it is deemed appropriately and constitutional accepted that anyone traveling to the united states must have an amount of at least $5,000.00 to $7,00.00 USD depending on the distance of one's destination. This amount of money is charged considering the distance between the two countries that two country of departure and the arrivel destination. These evaluations are made taken into consideration one's welfare and security, the hotel bills, transportation and other unexpected expenditure which may occur during one stay in his/her destination. This is to assure The Immigration Authority that the person who is travling outside the country can cater for himself/herself in case there is an accident at the place that the person is travling to. P.S is this true I would like to know. Thank you John.

Ghanian Romances SCAMS are well documented and best avoided at all costs.
They start seemingly realistic, but then the requests for items, normally cell phones and cash start arriving.
That's the time to bail, block and move on with your life.

To answer your question, there is NO such requirement and it's merely a ruse to get cash from you.

Give this some thought... if there were an immigration requirement for her to travel to the US, it would be set in place by the agency that issues US visas, which is the US Department of State, not any Ghanian agency. It doesn't make sense that an entity who cannot issue a US visa has requirements to obtain one. If you ever have questions regarding travel to the US by a foreign national, the State Dept should be the first place that you check.
