He isn't feeling well and may be in pain.
Take him to a vet.
How old is he? How long has this been going on? Does he drink? Does he go outside and pee and defecate? Can he walk OK? Have you felt him all over head to foot for pain, wincing or objecting or moving away?

Dogs that drink a lot of water are in pain. Dogs are very cunning and can hide pain very easily.

Take him in... It could be nothing, or it could be something brewing inside.

Could be a mild onset of pancreatitis. Try pressing, with just a couple fingertips, on his abdomen, starting behind his rib cage, either side. If he acts like that hurts, it may be pancreatitis. Until you get it answered, don't tempt him with treats or especially tasty tidbits to 'interest' him in eating... let him decide to eat on his own.

If this persists or gets worse, take him to see his doctor. This can be serious, but needs to be determined more accurately than "could be", okay?
