Can #8 copper be used on a 50 amp breaker? Like a range or a Hot-tub?

Not if the cable is Romex or UF, these two cables only allow for a 40 amp CB.
If the cable is MC cable with THHN insulation, or conduit with THHN wire pulled, then a 50 amp CB can be used.
