For 8 days this year 10/27-11/05/2011 we had a really bad snow storm upon which we lost all our power. This was one of the worst. After when our power came back from being out 8 days I had notice that some off my outage plugs were not working. All so on our deck the plugs went out to. Is this under home owners insurance or the electric company? I need these back up working

It will all depend on why, have you checked the power to and from each of the breakers ?

Look for duplex receptacles that have test and reset buttons on them. Try reset on any you can find, kitchens, bathrooms, outdoors, basements, decks.
Be sure to reset each circuit breaker turn off then back to on.
There is a chance that any GFI receptacle, circuit breaker may be defective, or there may be a loose connection somewhere in a circuit or panelboard.
Depending on your abilities to work on live wiring, you may need an electrician to come in and find the problem if resetting devices does not help.
The utility will not be responsible, you would have to read your insurance policy to determine if your covered for issues such as this.
