Sounds like you may have water in the vent or supply line, depending on the heater, and the inducer fan is blowing through the water. Too much backpressure and the heater will not start. If it is a 90%, it will have plastic supply and vent. Pipes should not have any bow and slope to the outside. This is a fairly common callback if the lines are not sloped properly.

I had a goodman installed about 9yrs ago and every yr on the coldest days it will not start. The fan comes on but when it tries to light it just won't. I have had everything in it changed and after a bill for a thousand dollars it still does the same thing. This has been going on every yr since it was installed. I am a single mom and I hate this machine and I would never recommend this to anyone. Any ideas for a fix and has anyone else had these problems.
