OK I'm sorry I wasn't trying to be rude or anything like that but I went out and got the older version of that movie and it still wasn't the right one. The movie my mom told me about was different she said that the people had to run over regular everyday people on the streets.

I'm almost sure that is Death Race 2000 (http://www.imdb.com/title/tt0072856/) from 1975. That's the only film I know of where they were getting points for running down pedestrians.
