I went to the Courthouse to deliver my answer to a summons.. they said I needed a "proof of service" written at the bottom... what is this and how do I write it.. Do I have to wait until after Plaintiff receives answer?

It's simply a statement that you have mailed it to plaintiff, giving the date you mailed it. You should show the name and address you mailed (normally, ordinary first class mail) it to and sign it. No, you don't know when Plaintiff gets it, you simply know when you mailed it. So no, you don't wait till then.

It also depends on what state you are in. Some Proofs of Service require a Notary.
