I just replaced my 9c-23h/c stem and I am still leaking from the faucet head, not the stem.
Any ideas?

Hi Bob...
Did you change the seat while you were in there changing out the stem? If not, then you need to change out the seat and that should resolve the issue. Here, if there is even the slightest nick or if the seat has become worn you can have drips even after swapping out the stem(s). Change the seats and let us know how you make out, OK?
If you have changed the seats out then I would disassemble everything, purge the lines for a couple seconds by turning water flow back on (cover faucet with towel) and then reassemble all... see if that fixes the issue. Here, it could be that some sediment got stuck in under the new stem washer(s) and they need to be cleared to fix the issue.
