Are there any jobs available in the medical field for offenders

I can't find a State where a felon can get a medical license of any sort, including RN. Check with the States you are considering on a one-on-one basis.

However the facilities do have requirements for phlebotomy personnel, so it may be hard to get a job once you have your certificate.

I do know that any facility that has to be certified by one of the several medicare certification will have rules that no convicted felon can not direct contact with a medicare patient. Not a law, but a certification requirement.
Facilities not certified can not bill medicare.
