How do I get the history back up what my family have used when its bean deleted

Which history are you referring to ?

Internet Explorer holds a history of websites visited and files open on you PC. If the history of internet explorer has been deleted then you can try get it back with a file recovery program, like (recuva or GetDataBack).
After acquiring the software run a scan in the internet explorer temp directory.
If you recover something chances are the information might be messed up.

If the computer in question is your computer then you can install a key logger. A key logger will log mostly everything done on your PC and deleting history will not affect it.
