Honda civic won't start in winter -10

I have a honda civic 1988, I have change the Spark plugs and also had in a new battery. But when it is cold it is cold it can not start .it will start at -5 when I heat it on the Car heating system. And if it just stay out without not pluging in to a car heating will not start at all.

Use 5W-30 full synthetic engine oil (e.g. Mobil 1 or Pennzoil Platinum). Vehicles start and perform much better in cold weather with synthetics. Hondas run best on NGK plugs--hopefully, that's what you installed. If the problem persists, I would go over the ignition system. Consider replacing the Ignition Control Module (ICM) and coil, which are problematic on older Hondas. I recommend replacing them every 120,000 miles or 10 years, whichever comes first. Even though you installed a new battery, I would remove it and place it on a 6 amp charger for at least several hours. I always have to do this on new batteries. You'll be amazed how drained it really is. Most auto parts stores will do this for free. Ensure battery terminals and cable connections are clean and tight.
When the engine doesn't start, does the Check Engine Light still come on for 2 seconds and then go out, when the ignition switch is turned to ON (Position II)? During this interval do you hear the fuel pump run?
