You don't say what country you are in... many responders here are in the US, but some are from all over the world. Licensing laws will vary. But in general, many people start a business under the radar for a little while, and then if it's successful, they get a business license. You get it from your state or province or whatever local government where you live handles them. You also need a business permit from your town or city, to operate out of the specific space you are using, such as your house.
For hairdressing, I would go in a shop at a slow time and look at their license on the wall and have a chat with the owner. (Don't say anything about operating at home.) Because hairdressing can cause damage, it is carefully controlled with exams and licensing in many countries. So if you do start at home, be sure to limit procedures, and limit it to close friends and family, until you have the degree and license. Babysitting isn't licensed anywhere I know of, but day care is. That's even more strict, obviously. Be very careful of that grey area between babysitting 2 or 3 children every day and running a day care.
And in either case, established businesses can have you shut down in a heartbeat once they find out. They spend a lot of money on insurance and fees and other overhead. So is it worth it? In many places, no. Times have changed and there is more emphasis on liability.
