I am a British citizen, living in London. My parents have been living in Torino for nearly 13 years now, both retired and both have Carta di Soggiorno. In 2009 my father fell ill and was out of Italian territory and EU territory for more than 12 months. When they came back to Italy they did not have any problems in passing the border. However, 6 months ago my father asked help from Social services(Servizi Sociali), who instead of helping him with his claim, passed his papers to the Carabinieri. Now my parents have been asked to hand in their Carta di Soggiorno and appeal(ricorso). Is there any thing that we could do in this case or is there any organisations who can help in Torino as my father is 75 years old(very old and frail) and not very well off financially.

I would appreciate any suggestions from you.

Many thanks,
