How is the steel electrical service cable attached to the house?. is there a code for the size of the bolts used to secure the cable?

Steel? Do you mean cable or conduit?
Do you mean the riser from the meter pan, or the drop from the pole.
Typically no, there is no codes on the size of the fasteners.

I don't understand what you are trying to do from the tiny description you gave.
There are NEC requirements on the type of mast to use, the height of the mast, the height and placement of the electrical cable.
There are specific fittings for the anchoring of all the equipment and all of these fittings must be list for there use.
I am guessing that you are seeking information on an overhead drop from a pole mounted transformer. Is this correct?
Typically, the power company will use a three conductor Aluminium cable for the electrical cable. The electrical cable will be supported by a cable that is tied towards the top of the mast. The cable is secured to this cable.
Is that what you are looking for.
