Children that age should not be given any over the counter esp without talking to your doctor.

Make sure to give the baby plenty of fluids while you are waiting for the doctor to call you back

For a stuffy nose you can use saline drops especially at feeding times, or use a vapour rub (on cloth away from baby's reach) at night time. There are cough medicines you can buy for babies 3 months +, at least in the UK where I am.

I would not try and self medicate my three month old child. The family doctor or pediatrician is the best call on this one.
