It's a federal holiday so generally yes.

Actually, Hawaii and South Dakota do not consider Columbus Day a holiday, while California, Florida and Texas recognize it, but do not pay state workers for the day off, but may use it for other purposes.
As an example, CA DMV offices are open tomorrow. What state do you live in?

Ohio and New York recognize it as well - no schools or courts are open, ditto banks (but banks use any excuse to stay closed)
