Recently received a quote in writing for a new partial fence just for the labor. We were quoted $450.00, then when he was emailed re: the job, he said his quote was wrong and wanted to charge $850. Then he said he talked to his boss, who said $750 for the job. We live in Chicago, IL. This quote is associated with Home Depot. We buy the materials and they give you a contractor.

That kind of quotation is completely unacceptable. It doesn't matter where you live, a quote is a quote and whoever gives you one has to live up to the quoted price.
If I were you I would not deal with someone like this, too wishywashy. They are getting their material from Home Depot I presume, but that doesn't matter where they are getting it from.
This is only for the labour; you have to buy the material ? How much is the material? How long is the fence ?

You need to find another contractor, And you need to report this, all to Home Depot, Most likely they may stop recommending that contractor.
