I have a bryant 3/4 hp blower running at 15.34 or so amps. Is that correct. The blower runs OK if I leave it running. If I turn it off, I need to spin the drum to get it to move again. Is this a problem with the capacitor or the motor? Any advice...

I would start with the run capacitor. A bad run capacitor will make it have high amps and hard to start. Kill the power going to the system and remove the run capacitor and take it to a local hvac dealer to have it tested. If it test bad you get off buying a cheap part.
