Legally she cannot leave the house permantley without your legal consent. It's a rough way to go, and can make things worse, but you may need to contact the law, and possibly check into some counseling. Hope all gets better for you!

Apparently she doesn't know the law. You are still responsible for her until she turns 18. If she leaves you can report her as a runaway. If she refuses to obey your rules, ground her, take away cell and computer privileges.
How old is this boyfriend. Have you told him you think he's a bad influence and don't want him near your daughter. If he defies that, you can call the police on him.
Have you talked to the school guidance counselor to enlist their help?

If she has a cell phone, you take it away, if she is in events, stop paying for them. If she has a computer in her room, it goes to one to use in public area.
Take almost any and everything away and make her earn things back by following the rules.
If she leaves, report her and have the police drag her back.
If the boy is older and she is with him, there are things often in state laws, interfere with custody is one if he is told to leave her alone.
Have you checked for drugs ? Got her into counseling ?
