I used Xnview: XnView Software - Free graphic and photo viewer, converter, organizer (http://www.xnview.com/en/xnview.html)
Free and excellent.

Almost any graphic editor can crop a photo down and resize it. That's all you need. IrFanView is one of the most popular.

GIMP (http://www.gimp.org/) a opensource photo editor would work.

I am not talking about the regular photo edit software but passport picture make tool. The passport picture has requirements such as the height of the head should measure 1 inch to 1 3/8 inches. Simple crop cannot solve the problem and time consuming. I am looking for a tool to make and adjust the passport picture automatically. Does anyone know it? Thank you.

Can't help you since the businesses approved to take the passport photos here in Canada also have the cameras and software that do that for you.

Has anyone ever used the passport photo make tool to make the passport at home?

Passport photos for free - ePassportPhoto.com (http://www.epassportphoto.com/)

Photoscape : Free Photo Editing Software (Photo Editor) Download (http://www.photoscape.org/ps/main/index.php)

EPassportPhoto.com is NOT free. You need to pay for the print. You cannot print at home. Photoscape : Free Photo Editing Software (Photo Editor) Download is NOT a passport photo tool. Have you ever used online tool to make and print a passport picture at home?

Looks like there's no free ride here. Most people go to a service to do that.

I ever saw an online tool that can automatically crop any uploaded photo into four 2 x 2 ID pictures. I am trying to search it.
