Hello I am a father of four two of which are with another woman. My fiancˇ and I have been together almost 6 years of which she has mothered the two children who are not legally hers. My exwife is a junky and always in and out of jail. The courts let her c them an hour a week supervised granted she passes her weekly UA. I have been and out of court the judge pretty much told me last time that she can jump in and out of their lives as long as she doesn't visit them when she is high. Can I move to another state legally

You really need contact the court that awarded visitation rights... as well as let us know what state this is. Some states won't allow it as it can be viewed as an attempt to deny visitation rights to the non-custodial parent. You need to be careful before you do it. I know of one case were a mother moved with her Children for NY state to Maryland... and the ex filed against her for doing it and she had to move back in 30 days or lose custody. It's a less defined area when it comes to how far away within the same state.
