Is Shoplifting a Criminal offense or felony or Misdemeanor in Dallas,Tx?

99 years in prison for shoplifting? Now I know Texas is worse then tough on criminals. I know they have the anti loitering laws that are tough as well. Can't linger outside a store for more than a few minutes or the cops will come over and quiz you as to why you are there.
