My blower stopped working on the inside unit the wheel spins freely and I twisted the red and green wires together and it still don't come on what could it be

Bad motor, bad thermostat, bad start capacitor, breaker off, fuse bad, wire disconnected. If you connected a hot red to a green ground and nothing happened, either the red has no power or the breaker is tripped.
