We rent the room next to our room which is upper lever.He is staing about 9 months .Now he is sick, He don't want to pay the rent for this month, He I am sick. How to handle this person?

First we need to know where this is, country, state, province, etc.
Being sick anywhere, however, doesn't get anyone free rent. You proceed with notice to vacate the premises and then eviction like you would for any nonpayment, according to the laws of your locale. If he is a 'boarder' under the law where you are, you might be able to get him out sooner.

If you are renting space to him, you are his landlord and he is your tenant. If he doesn't pay his rent on time you can serve him notice to pay or vacate. If he doesn't pay you file for eviction according to the laws in your area.

You handle him as you would any tenant. Being sick might earn some compassion, but being a landlord is a business and, if you need his rental to pay your housing costs, then you can't be too compassionate.
