If all my fines and restitution are paid in full and my probation is for 3 years do I have to wait 18 months before my probation officer can ask the jude for early release

In the first place, YOU can and SHOULD be the one to ask the judge to grant you an early release. And, depending on your state law or public policy, you can ask him ANYTIME. Why NOT now? If it's too soon, he'll tell you. But, it doesn't hurt at all that he knows you're anxious.
You can do that by simply writing him a letter giving him ALL the reasons he should grant your motion. Include character reference letters, and things like that. Send your letter certified, return receipt requested, and send a copy to the prosecutor and your PO.

Depends what you are on probation for if you are granted an early release.

Most courts do want 1/2 to 3/4 but you have the right to ask for it at any time. The PO may know what the local courts do, or they could be lying to you, There is no way to tell.
