Does a landlord have to have central air in rental home? He offered instead to install a window AC. Do I have to accept?

No. If the house CAME with central air, and it broke, he's responsible for fixing it..
But, if you wanted air conditioning, you should have asked for it BEFORE you signed the lease.
I'd write him a certified letter, return receipt requested, telling him that you'll accept a 25% reduction in rent since the air conditioning unit you RENTED from him, doesn't work. Tell him he has 72 hours after receipt of your letter to either FIX the unit, or by NOT fixing it, he accepts the aforementioned reduction in rent.
