New house built with block foundation. In one corner and part of well, heavy wet spots. I argued with the mason that he did not properly seal the exterior of the block and water is now getting in. A couple of masons, one who was retired and was watching the contracting mason do the work on my foundation, told me, the tar was not adequately applied in terms of # of coats and that tar should have been applied up to the grade. Is this right? Mason returned and said he would solve problem with caulk... when I told other masons this, they laughed and said he is avoiding having to re-dig around that corner and do the job correctly. What do you think?

Our house was built in the 40s, had it appraised by a regular person who saw damp along the walls in the furnace room. He advised digging up and repainting with tar, we did that, no problem after.

Caulking will not work, now you are faced with digging down to a depth of five feet and reapplying tar to the foundation.
