If a former youth care worker has contact with a former resident as a adult through letters is that a hippa violation?

It doesn't seem to be. For it to be the former worker would have to be telling people other than the patient, the patient's medical condition.

If a former youth care worker has photos of youth that they have worked with in a residential setting and they show those photos to others outside the center, Is that a hippa violation?

Sabrina, I noticed you have a number of posts regarding HIPPA. Please note that it is HIPAA. I guess it depends on the purpose of the picture but it is not a violation to take pictures of the residents as long as it is used for internal use, i.e. ID cards, internal newsletters etc. Any public distribution should would need to be cleared by the resident. Many doctors take pictures of their clients to avoid confusion over names.

Taking a photo in itself is not a HIPAA violation. ma0641's answer was correct based on the info you provided. Consideration of distribution was not part of your question so I am not quite sure why you dinged him.
