You don't. A kid isn't a car. You can put the child up for adoption... but you can't simply sign away your rights and the responsibilities that go with it short of that.

I will assume you are remarried and have been so for over a year, this is an requirement most places, in some you do not have to be married, but it will have to be a long term relationship. Then your new partner with you will petition the court to allow the step parent to adopt the child. At that point the bio parent can sign over their rights.

If you are not remarried, or with a partner who wants to adopt, then there is no "signing over rights" The other parent can have visitation taken away or reduced to supervised, but they retain certain rights
