Yes they can, if they can afford and pay for the procedure.

Is there a reason you want to have a child at such a young age

I have been wanting a child sense I was 12 and I thought id wait until I was 18, I know its not that much older but I believe Im old enough and responsible enough to care for a child. I just wasn't sure if I could be artificially inseminated at 18yrs old.

Did you graduate from high school? Do you have a full-time job? Do you have a year's worth of salary saved up? Do you live in your own place?

Have you ever adopted and raised a puppy successfully?

Is the friend male or female? What if the friend left to find another place to live? What would you do?

Fertility specialists would question your age, your inability to get pregnant "naturally," your career prospects, juggling work and a baby, being a single parent, and other things.

What fun is it to have a baby if you are working FT? You will miss many of the "firsts" and won't have much time with the child.

If you use all your savings for IVF, then you won't have a savings account to fall back on.

And "sence" is spelled "since."

You may be independently wealthy, if so, great, and not sure what you feel is "a lot of money saved up" but the cost of IVF will be at least 10,000 dollars and normally closer to 15,000, which you will have to pay.

You will need leave time from work, and be able to afford not to work at various times depending on how pregnancy goes. If you needed bed rest for example for 3 months, can you afford not to work ?

Yes. :) So my main answer is can a 18yr old be artificially inseminated and if so where at? Im not worried about how I can support my child and pay for IVF because all that is covered.

I suggest you start by calling large teaching and research hospitals in your area. If they say no, ask for referrals to other possibilities.

Check at the reference desk at your library and ask this question. There's a physicians' directory that might help. A reference librarian will have other resources too.
