Your dog has you wrapped around his little toe.
Somewhere, sometime, you started feeding him chicken and rice and now he likes it better than kibble.
Buy a good quality kibble and mix it with a little chicken, just a little, and a few juices or gravy.
If he won't eat it, put it in the fridge until the next day.
Dogs don't starve themselves over this sort of choice.
And he needs the ash and other dog-only necessary ingredients in a good kibble that rice doesn't provide long term.

Before anyone can tell what's up with your dog we need to know more about him. How old is he, when was the last vet visit, how is his general health? Very old dogs begin to not eat as their organs begin to fail, is your guy that age?

If it is noting medical, you choose a high quality chow and put it down and walk away. A healthy dog will not starve himself.
I would rule out anything medical first, because like Ballen mentioned, as dogs age, they are at a higher chance of developing medical issues.
