That's your first period. It's gooey because it's menstrual lining of your uterus, not just blood, it's actual tissue not needed to surround and feed a fetus. It turns brown when exposed to air. No need to worry about telling your mother, since 13 is typical for starting.

An infection would be different. Yeast is the most common, and often leaves a whitish yellow goo in your panties. It's easily treatable. It's just from your insides being too unbalanced pH. A greenish one is trich. That needs a doctor's prescription, or a nurse at a clinic can handle it. Most infections itch too.
