My husband replaced the switch on a ceiling fan with a 4-wire Westinghouse switch. The old one was a Jin You. One of the wires (blue) came out of the old switch before we could record where it goes. He knows he connected the 1 & 3 correctly (both black) but connected the blue to the '2'. When the fan didn't work he disconnected the blue wire from the '2' and connected it to the 'L'. Now the fan works on the 3rd pull but the 1st two pulls do nothing. Before we had 3 different speeds. Thanks for any help you can give.

Many switching combinations. It is possible to wire exactly and not work due to the numerous switching combinations in fan speed switches.
May need to get exact.
Have another fan like that in the house?

No, not other fan exactly like this one. We can live with the one speed but would rather have all three. Thanks.

There use to be a sticky that showed the different switches and switching combinations.
All the links for ceiling Fans take nowhere now, and can't find them?
I will see if I can hunt them down later.
