I'm American who has a Canadian child. I would like to establish paternity so her mother can receive child support, I can be put on her birth certificate, and I can enforce my parenting time. My child was born in Windsor, Ontario, and even though I was there at her birth, her mother didn't want me to sign her birth certificate (even though it wasn't done in the time I spent in the hospital). I want to get partial custody of my child and have my parenting time enforced, but when I try this process in the USA, it get nowhere. I Just need to know what to do, and where to go to get this process started so I can raise my child. She is 3 years old.

The venue is the residence of the child - that appears to be in Canada?

That's where you file. The Court will order DNA testing, declare paternity, decide on support/birth certificate/visitation.

I suggest you engage a Canadian attorney to act on your behalf. They can file any motions you might need and arrange for hearings. You will probably have to show up for the hearings.
