How do I check if fuel is getting to the fuel rail in my 1993 honda civic?

Honda fuel systems are extremely reliable. If you can hear the fuel pump run, when the ignition switch is turned to ON (Position II), the fuel system is likely fine. Just ensure the fuel filter has been changed in the last 60,000 miles. Fuel pressure can be checked at the fuel filter (banjo bolt). It's likely, however, a waste of time.

Does the CEL come on and go out after 2 seconds, when the ignition switch is turned to ON? If it does, the problem is likely distributor related.

Fuel pump runs fine. CEL light comes on and goes off after about two seconds. I checked and valve rockers are going up and down just fine. I don't really smell any gas. I checked each plug, and could not get a spark when turning the engine over. Three of the four plugs had oil around the rubber spark plug connector.

I would replace the Ignition Control Module (ICM) and coil. Be sure to apply silicone heat transfer grease to the back of the new ICM. Afterwards, remove the valve cover and replace the seals going to the spark plug tubes. Clean the wires up with silicone spray. This is a good time to replace the spark plugs (NGK only).

Is there a trick to getting the rotor off the shaft? Struggling with that.

Crank the starter, until you have clear access to the #2 Phillip head screw. I use a precision tip, in a Wiha bit driver, to remove the screw.

I tried to jump my car. When I hooked up the jumper cables everything shut down. What fuse did I blow

apullen, test all under hood and under dash fuses with a test light or multimeter.
