Do I have to pay child support payments if I am on odsp and my ex has full custody and works full time and his new wife is on disability?

If you are not the custodial parent, then you may be required to pay child support. Depending on your location, support is calculated using a variety of factors. Generally child support is not dischargeable by bankruptcy.

My counselor had told me that if I didn't pay it, that ODSP will not garnish my wages??

What is the ODSP? What counsellor, your bankruptcy counselor?

ANY question on law needs to include your general locale as laws vary by area.

You are on ODSP, but you have a job? Why would ODSP garnish your wages for child support? This is very confusing. The only one who would garnish your wages is the agency that collects child support.
