Trane, American Standard, TWE049E13FB1 central, electric, air/heat.

Blower runs but doesn't cool. Have checked circuit breakers on the unit, wall box and outside compressor. Thermostat is on and set to cool.

Does the float switch on the condensed water exit pipe shut off the cooling? It was dirty and the pipe was clogged. Cleaned it with a bottle brush.

No, the exit pipe does not do anything about shutting off the cooling. The relay switch may be bad in the outside unit keeping the unit from kicking on. Properly test that component to see if good or bad.

Yes the float switch can act as a water over flow safety device. It is usually wired between the outside unit and the inside control. Check to see if there are wires attached to the float control that attach to the control circuit for the outside unit. Without seeing the situation this is about the best I can do for a answer.
