I am really having issues with both neighbors, don't like animals, hate cats. I feed the
Strays off the farm because they don't feed them. I have gotten homes for a lot of
Them but the older ones it's hard. I contacted paws last year, brought cages and the
One neighbor said we couldn't fix them not our cats. Now they are trapping them and
Dropping them off at farms without asking the farmers. I am so sad, broken hearted,
Because I love them so much. My question is can I make a large pen with fencing to
Keep them from taking them away? They just took a mom and kittens not able to
Eat on their own and dropped them off. Help!! :(

How about you stop feeding every stray in the area. Farm cats, often very wild, have been used on farms for years to keep field mice and barn mice from destroying the crops and grains. If you over feed them, they will no longer get the mice.

People should not be just dropping them off, since those farms may already had their own cats they use for this

Chuck is right you shouldn't be feeding farm cats.

As to whether you can build a pen, you need to check your local zoning laws about that.

If you house over a certain number normally there will be Dept of Ag laws that may come to bear as to housing, clean and feeding. Of course male and female will have to be housed separte, there will have to be cleaning of animal wastes daily and so on
