That is the issue, the person you suspect, not a person you can prove did it. If you could prove he did it ( normally) they will be arrested and convicted sometimes.

My first wife was murdered about 15 years ago, there is a person we suspected but nothing was ever done. Have you talked to the DA about what evidence their may be ? Ask them what the status of the crime is ?

It is up to the DA office to take someone to trial, after the police get enough evidence.
