In Louisiana, if you are not in a flood zone and your neighor builds a new house on a vacant lot. Does he have the right to continually build up the lot to push all of the ground water on to your property?

This would be by Township (or City). What does the Building Inspector say?

The city says there is no local ordinance, but she believes there is a state ordinance against pushing your ground water onto someone else's property instead of to the ditch at the street. I looked and looked but could not find it. I know that if my yard is a natural drainage I cannot build it up to stop the flow of water( I found this one). He blatantly built up his yard then poured a 2 ft high slab, then poured the driveway to meet the slab, then has forty more yards of dirt to spead and turtle back his yard. He said he was going to put a ditch, but now "sees no need for it." Bad neighbor... lol

How does one push water, anyway? Does it involve a giant squeegie?
