Rapid on,off cycling at low pressure cut in,does not close circuit to pump

The usual cause of a pump short-cycling is a waterlogged pressure tank. Your tank probably has a little air valve at or near the top. Press the valve for a few seconds. If water comes out, then you have found your problem. Tank will need to be replaced.
